Downtown Portsmouth lives at river level — the ferry has crossed from High Street Landing since the 1630s, the Commodore Theatre has anchored the evening blocks since 1945, and the nation's oldest naval hospital has watched from its 1830 waterfront since the age of sail. River-level crawl spaces work under permanent pressure. The water table pushes moisture up through downtown's earth-floored foundations year-round; humid river air pushes in through every vent; and the varied construction eras above — some foundations hand-built before the Civil War, some from the streetcar decades — mean every space needs its own plan.
